I use a Held magnetic tank bag and love it. On a naked bike I had to use the included straps because the wind would lift it from the tank - which sucks at speed! On the VFR, it has stayed on with only the magnets up to 100 mph (on a track of course).
If I need to leave it on the bike in a relatively safe parking lot, I use a really small cable lock that has a coiled cable and a combination lock.
The lock is sort of like this, and it's easily small enough to fit in any small pocket.
Of course it could be easily cut, but then again so could straps....
