Putting the stock bars back on

My 2001 VFR came with some Helibars installed and I'm thinking about trying out the stock bars. My questions are:

On the stock bars do the tops of the bolts face the cockpit or do they face the speedo? (A quick look at your 5th gen with stock bars should tell me).

The second question (s) is (are): Do I just pop off the little metal rings on the top of the forks and do they just slide back on? (What the heck do they do anyway).

The bolts go toward the rider, no need for the rings. Pm me if you decide to sell the Helibars, may be interested. Maybe partial trade for my Genmars?
