To solve this problem create by Honda worries with exhaust laws, you will have to block the 'pair valve'. Very ease mod that will change your bike for good.
    All info is here:
    www.bikersoracle.com/vfr/forum/showthread.php/t=44837&page3&pp=15
look for postings from 'fonda honda"
Do it, and you will be amazed. After this mod my bike runs like a carb model, no problems at low speed at all.
The next steep to solve the on and off throttle response is the ITS mod, also in the above site.

go to page 3 and look for "HondaFonda".
There's all the info about it.

    How to do:
1 - Raise the gas tank.
2 - Locate the hose that runs from the left side of the air box to the 'pair valve' at the rear of the air box."there's only one hose on this side"
3 - Block or insert a blockage into this pipe (like a plastic tape),... and go for a ride.
This will solve the problem and the bike will become smooth at low speeds.

To stop the switch like on and off throttle reaction at most speeds, there's the ITS mod (inlet temp sensor)
Locate the ITS... it's under the air box. It must be desconect and replaced for a 280 OHMS resistor (Radioshack). It's pretty much like the 02 eliminator mod.
Try those two mods, and you will be amezed.

The VFR is one of the very few Hondas that has the ITS or the AIR BOX TEMP SENSOR on under side of the air box. Most others have the sensor on top of the air box. The amount of heat from the V of the engine combined with the fairing trapping the heat in, would have an effect on the ITS and on a hot day stuck in a city traffic the throttle would become just a little bit 'snatchier'. If you replaced the temp sensor with a 280 ohms resistor, it just gets rid of that last little bit of snatch from the throttle and makes the bike feel like a carb fitted instead of a FI bike. BUT if you do the 'pair valve' mod, you don't really have to
touch the ITS. This mod is something more of a option to people who have nothing better to do on a english winters night. It's also a bit more job to do than blocking the 'pair valve' due to the fact you have to remove the air box to gain access to the sensor.
