I think the answer is probably not; I checked two of my bikes (VTR1000F and ST1100) which I have on file, and both show differences, I think the engine code has more detail to match the market e.g. cam specs.

As Terry stated, the VIN and the engine number are different numbers. I am holding two California titles in my hand, one for a 1998 VFR, one for a 1999. Both VINs start with JH2RC46_______. The complete engine number on the 1999 title is 2206240. The engine number on the 1998 title is JH2RC46___________. So your mileage may vary.

I don’t have the expertise to say for sure - never say never - but on the three 5th gens and two 6th gens I have personal experience with, only the first few characters ever matched, and as stated in my previous post, the 1999’s engine number doesn’t even start with the usual ‘JH2Rc46’

You can even go one digit further:

In the U.S.A. JH2RC460 for VFRs produced for the 49 states, and JH2RC461 for VFRs produced for The Socialist Worker's Paradise of Kalifornia.
