The morons at the carwash put that Silicon tyre shine on my bike after I explicatly told them not to. I've made it home, question is,....what's the best way of getting this stuff off?. Does it soak into the rubber?. Hope I haven't got to buy new tyres?

its most likely an appearance only compound, and will wear off after a couple more washes.

Most Commercial Tire Shine Products are Silicone Based.
A sponge with some warm soapy water should get most of it off.
I personally would wipe them down acouple of times and then hose it off.
You can also use a Mild Degreaser such as diluted Simple Green or other product to help remove the silicone. I dilute most Degreasers 20:1 Water to Product for these types of applications.

just soap and water and a scrubby sponge. No harm done. You won't spontaneously blow up or inexplicably fall down while riding down the street.
Once washed off, go to your favorite twisties and scrub them in again. Done.

Did they only apply it to the sidewalls?

    shine

A good surfactant like sodium hydroxide solution will remove it. Spray it on, scrub or pressure wash and you are done. And watch those car wash wankers carefully!
