I'd suggest a compression test before carb or other work just to see what you have to work with, good or bad.

 

Just took spark plugs out and one cylinder has had water in it. Carb disassembly also show water has been in it. Tank also has water in it. I think the last owner tried to start it with the water contamination.
I believe this is the nail in the coffin on this project.

 

I have a decent fuel tank and fairing available. Non factory paint, no rust in tank. No screens just panels.Shipping from Cali to you may be ugly but....

That's not good news about the moisture. Plain condensation in fuel systems and motors can be very harmful.
On a positive note, getting your 16yo interested is just that: positive! Find a min'ceptor project !
