Spotted a '98 VFR chained up to a fence, rotting its life away. What can be done about this?

    That's just an inspection sticker from 2009. Doesn't really say anything except for the fact that the bike has likely been sitting there for about 7 years. What do you mean photoshopped? There's an engine btw, I went last night and checked.
