As I started to get the maintenance on a new-to-me 2000 VFR up to date, I noticed that the oil level level window was full.

The previous owner had changed the oil in preparation for this years winter storage.
Since this time, the bike has run for maybe an hour.

Whether this condition happened before, I don’t know. The overfill was 1/2 litre. What’s the potential damage caused by overfilling and if there was damage caused, what would the symptoms be?

just drain the 1/2 liter out.

too much oil can cause frothing as the crank beats air into the oil, bad for lubrication, and it can oil-foul plugs. it's very unlikely there is any damage.

1/2 litre isn't terrible, but how much is too much..... keep in mind the minute you start the engine, the oil level drops significantly as oil is pumped throughout the system. Very doubtful any damage would occur with 1/2 litre.
Side story, not really relevant to VFR, but interesting enough. I measured an FJR engine (takes 4 litres normally), to overfill enough to touch the crank would be 36mm above the sight glass or about 6 litres.... of course there is such a thing as windage, so don't want to be anywhere near the crank.... calculated when engine started, oil drops below the sight glass, which would be approx. 2 litres circulating......

The crankcase breather is vented into the airbox, so I would expect to see more oil "blow-by" there as a result of the overfill.

I don't know what damage can be caused but like squirrelman said, just remove enough of the oil to bring it into spec. That level is anywhere between the two lines on the sight glass when your bike is upright and on two wheels. When I over filled mine years ago, I bought a cheap turkey baster and siliconed a length of surgical tube or even clear plastic tube, available at any automotive parts store (Canadian Tire) on the end of the baster. Shove that down where your fill the oil and suck out what needs to be removed.

The over filling that time and running it like that for a short period of time did not damage. That was somewhere around 2007 or so. And over 200,000 km ago too.
