How did the passenger pegs on an RC26 originally stay up?

I think a previous owner forgot to put the spring/ball arrangement in place (I see those referenced on the parts fiche).

Mine are always down, with no apparent way to keep them up. I'd like to have it be the OEM set up.

There's a plate that goes in there too that has the detent hole for the spring loaded ball.

EDIT: I may be thinking of the VF1000R for the extra plate.

The spring and ball can still be purchased from Honda. I'm not sure if there was a plate or not. There definitely is on the 5th Gen. I'll take a look when I get a chance.
You may find that dirt and corrosion have seized the balls in the retracted position so they are not holding the peg up.
I've got two foot pegs that I can not budge the balls. I've tried soaking with penetrating oil, acetone and PS fluid, heating with a torch, using a center punch and hammer and nothing has budged them.
