Dealing with a 2003 VFR that needs the harness recall in 2025...

So last night I acquired a 2003 Honda VFR that has been off the road since 2018. The seller claimed to have ridden the bike last season up and down the road after a fuel tank drain and fill...but now shes got issues. The bike will start and run if I hold the starter button in. I have no headlights and a ton of clicking noises under the gauges. I've known about the recall from reading old threads on here, but I have always been a 5th gen guy. Does anybody know if I can get the recall still done in 2025, and if not what "mods" would you suggest to fix this grounding issue. Alot of the information I am finding is really old and has broken links.

Also...paid $1000 for this thing with 19k on it FWIW

Contact your closest Honda dealer with your VIN. They will let you know if the recall has been done or not and if it can be done.
