Bike wasn't starting so I took apart the carbs to clean them. Along the way the throttle stop screw was reset. I need to do a test fire to see if it will run but it seems like the throttle blades are completely closed. Pretty sure they need to be slightly open so it can start/idle

How do I set it up? Do I adjust the screw until I can see a very slight opening? I have no idea how open the blades should be to idle anywhere between 800-1200 rpm

You still have the carbs off the bike? if so, you need to do a bench synch then re-install, then use a proper tool to do the synch. You use the idle adjuster to play peek a boo with the holes so the butterflys all line up with what ever hole you pick. You'll get it.

Use a bench sync for a throttle stop? Maybe I'm not saying the right thing. I mean the small screw/knob on the left side that's on a cable that you can reach down when sitting on the bike and adjust the idle rpm

Start about the thickness of some bodywork plastic. That should give you some signs of life and then adjust as needed after running, and then final adjustment when warmed up.

All assuming a proper bench synch, as ridervfr mentions. The carb with the idle adjuster is your base carb tho.

The carbs were synced last fall. I took them off now just to open the float bowls and clear the jets. Didn't touch anything else. Does a sync need to be performed every time the carbs are removed from the bike?

Thickness of some bodywork plastic... so more than a hairline crack? Maybe big enough for a round toothpick to fit?

Shouldn't have to readjust the synch.

You're overthinking this trying to perfectly adjust the idle screw before you've even started it again. Just give it a gap and adjust on the fly as needed.

It will probably want to start regardless with the enrichment circuits in play (the "choke").

try 1 1/2 to 2 turns out from fully closed, reset to about 1200 rpm when its running and warm.
