98 vfr 800 swingarm trouble

Hi all new member, on the left side of the swingarm were the pivot bolt goes through is there a collar between the swingarm and engine block I have a big wondering what I am missing just got it back from the shop like this had the bearings done now this problem any help appreciated tia all
