Part Needed: Rear Axle Spacer/Dust Seal or Measurements

Hey Everyone,

I have a 1995 Honda VFR that I am restoring. Recently repainted + rebuilt the entire swingarm and rear wheel to realize that my wheel was seizing upon torqueing the rear axle.

After a lot of research and troubleshooting, I realized I am missing part "42623MT4000" or the washer/dustseal between the rear hub and the chain tightening hub.

Unfortunately there are no dealers that still sell this washer so a few questions:
1. Does anyone have this part available
2. Can I use the next gens collar "42623-MBG-000" as a replacement?
3. Does anyone know the measurements ID/OD of the original part as I believe it is just a washer?
