Strange noise from steering head area

    I have noticed a strange noise that sounds like the intake flapper oscillating at a high rate. It seems to happen most often when sitting at the stop lights but I have heard it when riding as well.

    I searched the forum but got no hits so I need some of your collective wisdom.

    Any thoughts?
