VFR panniers lock fitting problem.

Hi guys. I have two side boxes with no locks. I bought it together with my bike.
I received brand new locks from Honda but it doesn't fit and there is missing bit which moves as the key is turned to lock it.
Have you got a solution for that?
Honda guys says that this is only set of locks available and it suppose to be ready to fit.... Sorry for pictures up side down. My partner's Ipad displays them ok.

The key and the cylinder have number stamp on them like (126) match them up drop them in the hole and use the clip to secure them......Voila
