1999, starts with no "chock" lever. idles at 1000, if I give it throttle it wont rev past 2 or 3k. I can play with throttle and eventually gate it to rev reluctantly past 5k, but it takes some twisting. I'm going on a trip in 5 days, I need this bike.
I verified electrical system. Has new battery, thermostat, fuel filter, plugs, injectors, air filter, valves just adjusted. I adjusted the starter valves once. not after injector replacement.
Parts replaced due to previous owners neglect of the bike.
I'm thinking I have to reset starter valves.

When you adjusted the valves did you need to remove/ replace any of the shims? If so I wonder if the valve timing could be slightly off.

Yes I did replace shims, but it ran same way before the valves were done.

i'd suspect the fuel pump might have low pressure.

Are you seeing any fault codes flashing (the FI light)? I recall once leaving the hose off the MAP sensor on the back of the airbox and it ran but not well, and I had the fault codes flashing to tell me of my mistake.

No fault codes, once I get it to go past 6k it revs right out fine.

No fault codes means the FI system believes all the measurements/instruments are OK so that rules out quite a bit.

You don't mention spark plugs, but for the cost of some replacements I'd change those out just to eliminate them as a possible fault. Another possibility is the fuel pressure regulator, this is connected to intake vacuum and drops the injection pressure when the intake vacuum is high (so the relative injection pressure stays the same as intake conditions change). A leaking or disconnected hose would give you a rich mixture at low revs/high vacuum.

So this Starter sync procedure. The first time I set them they were all way out. Now I started with them all in and with little adjustment they are all balanced. Also the bike will idle at 1200 with the idle set screw all the way in only.
