Found the timing is off about 15degrees.
I replaced the pump assembly. With OEM part.
It runs fine, suspect the output is weak.

Funny, I just ordered stock mirrors for my 99, removing the 2001 style mirrors.
Pretty sure wrapping will damage the steel more than having them bare. Heat will be held in them.
