+1 on replacing that shock, they were mediocre at best when completely new, now it is an overbuilt pogo stick that will affect handling.
Worn out shock +1. Or your needle bearings could be worn out, the shock is the more likely culprit.
The regulator in theory should take any excess voltage above 14.5V that is going back to charge the battery to ground as long as it is working...
Odds are your seals are pretty dried up if they are original, I highly recommend changing the piston and dust seals even though they may look OK....
The toughest part is getting the seal to seat properly, with a proper sized length of PVC pipe this is easy peasy. Manual tells you how to do it.
