VTEC won't engage until the engine hits about 68C and sometimes as high as about 72C. That said, I would check the fuses and the solenoid first....
What temperature is the engine at when you're testing VTEC? When was your last oil and filter change? Check the fuse and solenoid that operate...
Are you sure it's VTEC and not another issue with the bike? What have you diagnosed or checked so far?
