no, even if the needle is leaking the float bowl should not. a leaky float valve usually drips fuel within the carb throat.
a big glob of jbweld is likely to fixit.
removing the sparkplugs for inspection is usually informative. gives some idea how it was running b4 it was parked.
nevertheless......... routine maintainence should include periodic lube to the side sliders even if it soon disappears, especially important...
floats never go bad (maybe sum idiot could destroy the tab), and new ones will need adjustment. did you recently install new needles and seats ?
useless except on a race bike, dangerous if you ride other bikes.
