I don't think your VIN# will answer that. Look for a charcoal canister somewhere in the bowels of the bike.
There have been running issues related to installing a jet kit with just a slip-on. Anything from terrible fuel mileage, low power, to no-starts....

Sounds like the front forks need to be serviced. Probably have REALLY old fork oil in them, and it couldn't hurt to replace those fork seals, too....

First, check the bulb with a 9V battery across the terminals. The filament will glow if it is still good. Just "looking" at the bulb will not tell...
