Check the sticker on the frame for manuafacture date. No you cannot remove the seal cover without removong the folk tubes. Wait there is no seal...

Removing the tires are fun but not worth it....For $15 clamp I have the local shop pull it off while I am having a cold beers for $25 they remove...
