That's only f spokes which have a nice wide recess in the back of the spokes. The eight spoke recess is a lot tighter. Spent probably 3/4 hour...
After soaking with WD40 or penetrating oil, you might try hitting the head of those bolts with hammer. It would work bet if you had a spare hex...
