It is most likely the starter clutch, they can fail from time to time for various reasons but is a simple fix. There are many threads aboot this...
Solid green is always a common ground on all Honda products, cars , bikes , weed eaters, etc.
Jump the blue/black wire to the positive side of the battery. The green wire is always ground , key on or off. That should do the trick.
If the carbs on your 84 are good I would run with that.
