You have another issue. No fuel pump or pump relay problem will cause the engine not to crank over (before it starts).

It IS the switch. Relays never cause your problem. Broken pivot point the START button moves on or weak or broken return spring.

NO, gas smell has nothing to do with those caps. Probably just venting from fuel tank and carb vents in hot weather.
