I would think they are stock head pipes. Pretty rough, but stock.
I have one like that and it is a little unstable until the bike is sitting on it and will make your ass pucker pretty hard when lifting the bike...

Jump the wires at the thermo switch , if it comes on it is a bad switch. Very common failure.

Gen 3 is a sweet bike, the best of the VFR's in my opinion. Well worth the effort to restore to new or better.
