OEM or QUALITY(expensive) aftermarket chains usually last about 20K miles, so you can use that as a replacement guide.

Biggest worry would be a rusty tank interior leading to recurrent carb problems. How many miles on the engine ? IMO, a proppa hot compression...
Not sufficient cuz you can't know whether the holes you see are their original size or partially blocked by varnish build-up around the edges....
You should try a proppa carb synch next.
Did you check the plugs between stator and r/r and the one connected to the starter relay?? Two common points of VFR electrical chaos.
BUT WAIT !! Have you tested the fan itself by grounding the wire to the thermoswitch ??
Have tank and any bodywork ?? If not, that bike's going to be more expensive to get back on the road than it would be to pick up something nice...
Don't blame a pump until you've tried bypassing the failure-prone pump relay.
The nuts down at the bracket on the carbs is for coarse adjustment, and sleeve up top is for fine adjustment. Unless the cables are 100% properly...
