Is it possible to adjust the pilot screw without removing the carbs on a 97?
I can get to the 2 left side screws.

Or am I going to have to pull the carbs off again?

I have the Honda d shaped bit as well.

Too tight in there, especially on the right side, with coolant pipes/thermostat in the way. At least the gen4 carbs are the easiest to r/r.
