I'm yer mon, laddie !! I'll go through anything you need fixed in my moderately well-equipped shop near downtown Buffalo if you bring the bike in. (Currently have 2 '86 700s, one '97, and a '91 in shop now, mostly general maintenance) . If you prefer, i'll ride to you with some tools, 26 years of VFR experience, and a real desire to help........ if you're not too far away and it's not raining too much.

You'll need to acquire and study the Honda service manual before making much progress on yer own. You got a title for that lil badly-neglected beauty ??

Dats a Bee-Ah-TcCH!!! I got stud pullers but you got nothing there to really attack. Make sure when you use your center punch you bulls-eye that sucker so you can get a left handed drill bit in there perfectly centered. Then its extractor time. Good luck  never saw this one on a Vee-Four before, was a "neglected beastie" fer sure.
