    Success!

The lookalike of that Lisle 63600 wrench didn't work - it just kept slipping. Possibly it would have worked if the filter hadn't been so crushed up.

The strap wrench I was skeptical and it really didn't seem like it could work - it felt like it was slipping. Positioning of that bar was key - especially with limited access being so low to the ground and the headers and frame in the way. I could only turn the ratchet (really I just used a breaker bar) through maybe 25 degrees. Just like with the pliers, I could move it back and forth maybe 1 or 2 degrees. But I noticed it was turning ever so slowly over time. I had put a piece of tape at 12 o'clock on the filter so could see the slow progress. So I kept at it, and eventually it came loose. It screwed back on nice and smooth, so I think the threads are good.
