This information is just my experiences and I hope it is helpful. The first adjustments on all 3 settings start at the standard (factory) settings. In addition, my '95 VFR is rather new, so all the fluids, shocks, etc. are in good condition. I weigh 190 lbs with a passenger who weighs about 125 lbs.

Front Suspension: Spring PreLoad Adjuster

This setting has 3 large rings on the adjuster and 3 small rings. The standard setting has the 3rd small ring just visible above the nut with the slot in the 12:00 to 6:00 position. I make adjustments by the 1/4 turn. To achieve proper sag for my weight on the front end, I turned the adjustment a total of 1/2 turn to HARD (clockwise). This setting has given me a smooth ride without any problems for daily riding. Aggressive riders would like more HARD. I have not needed to adjust this setting when riding with a passenger.

Rear Spring Preload Adjuster:

This adjustment requires an 8 mm box wrench and the pin spanner. The standard setting is achieved when the a Red Dot with the letters STD are just visible from the sleeve of the fitting. This adjustment has a click at each setting. From this setting, I add only one (1) click to HARD or one (1) turn clockwise when I am riding alone. I add a 2nd click of HARD with my 90 lbs son and a 3rd of HARD with my wife. The 3rd click can be a hard ride (sore butt) so sometimes I just leave the 2 clicks of HARD even with her. It is just fine for usual riding conditions. The one (1) click of HARD is just perfect when I ride alone.

Rear Suspension: Rebound Damping Adjuster

This adjustment just below the chain. To achieve the standard setting, turn the adjuster clockwise until it will no longer turn and then turn the opposite direction (counterclockwise) about one (1) turn. This should align punch marks on the setting. From this position, I add a 1/8 turn to HARD (clockwise) for solo riding. With a passenger, I add 1/4 to 1/2 turn to HARD.

Again, these setting have given me a smooth ride without any problems. I am amazed how even small adjustments change the suspension of the bike and hence the ride. So I made adjustments by the 1/8 - 1/4 turn or by one (1) click at a time AND then ridden for a few days before any more adjustments. I also keep a notebook of the adjustments to include if I had a passenger and their weight for future reference.
